CIVILis is a multidisciplinary research center that brings together more than 80 faculty members from 11 research groups at UPM’s School of Civil Engineering (ETSI Caminos, Canales y Puertos). Its goal is to advance research, development, and innovation in civil engineering by integrating innovative approaches such as artificial intelligence, machine learning, and sustainability in infrastructure.

CIVILis’s mission is to become a strategic research, development, and innovation center that promotes smart and sustainable civil engineering, aligned with the challenges of climate change and the energy transition. Its vision is that the major challenges in sustainable infrastructure can only be addressed from multidisciplinary and interdisciplinary perspectives, fostering collaboration among diverse academic research groups, engineering and construction companies, public authorities, and civil society.

Designing Resilient Water Systems for a Changing World: Spotlight on Prof. Luis Garrote

Prof. Luis Garrote, Full Professor of Hydraulic Engineering at the Universidad Politécnica de Madrid (UPM), is a leading voice in sustainable water management and climate change adaptation. His work addresses the Mediterranean basin—one of the regions most exposed to climate change—where rising temperatures, declining rainfall, and recurrent droughts threaten water security, ecosystems, and economies. As head of the Hydroinformatics and Water Management Group, Prof. Garrote combines advanced modeling, climate science, and decision-support tools to help society anticipate and adapt to these risks. By bridging cutting-edge science and practical policy design, Prof. Garrote has built a body of work that empowers decision-makers to act decisively in the face of growing climate pressures on water resources.

Oleaje, developed by UPM students, won the Samsung National AI Prize. The tool uses LSTM models to forecast coastal wave conditions up to 60 hours ahead to support early warnings that protect infrastructure and lives. Dr. Nerea Portillo Juan co-developed and shaped the project from her PhD work in maritime climate.
