Doctor Ingeniero Agrónomo por la UPM (Ingeniero 1989 y Doctor 1995), y Máster por la Universidad de California, Davis (1992). Ocupó el cargo de Subdirector de Calidad y Organización Docente de la ETS Ingenieros Agrónomos (2015-2016). Tuvo una participación esencial en la creación y dirección del Centro de Investigación para la Gestión de Riesgos Agrarios y Medioambientales (CEIGRAM), un centro mixto de i+d de la UPM, como Secretario (2007-2010), Director (2010-2014) y Subdirector (2014-2015).
Fue profesor visitante en la Universidad de California, Berkeley, en el curso 2005-2006. Es Miembro del Comité Asesor del Rosenberg International Forum of Water Policy (un programa de la Universidad de California) desde 1996. Su investigación se ha centrado en el análisis de la sostenibilidad de la agricultura, muy centrado en el uso y la política del agua, los riesgos agrarios y seguros y las políticas agrarias y de los recursos naturales. Es autor de 197 publicaciones, entre las que figuran 20 libros y 101 artículos en revistas científicas de impacto. Ha dirigido 25 Tesis Doctorales.
Ha dirigido más de 60 proyectos de investigación y de transferencia, habiendo realizado trabajos para la FAO, el Banco Inter-Americano de Desarrollo, el Banco Mundial, la OCDE, IFAD, AECID, Comisión Europea, Agencia Europea de Medio Ambiente, Parlamento Europeo, Gobierno de España y de varias Comunidades Autónomas y gobiernos de Holanda, Vietnam, Panamá, Ecuador, Francia, Suriname, Nicaragua, Colombia y Chile. También para empresas como BASF, PepsiCo, Agroseguro, Entidad Estatal de Seguros Agrarios y Tragsatec, Fundación Ramón Areces, Fundación del Canal, Fundación Botín, y Plataforma Tecnológica de la Agricultura Sostenible. Ha sido coordinador de un Proyecto del 7PM de la Comisión Europea, ULYSSES (2012-2015) y participado como IP del equipo UPM en otros tres proyectos europeos. Desde 1999, ha aportado a la UPM proyectos por valor de 2,6 millones de euros. Ha recibido dos veces el Premio al Mejor Libro Agrario de la Fira de Lleida (1999 y 2010). Fue Becario de la Fundación Ramón Areces (1990-92, en la U de California, Davis), Fellowship para Internacional Foundation for Research in Experimental Economics IFREE/ Economic Science Laboratory (ESL) Visiting Young Faculty Workshop, Tucson Arizona, marzo 2000; y obtuvo el IFREE/TINKER Foundation’s Post-Madrid Conference Prize, para economía experimental en la U. Carlos III de Madrid, 1999. Actualmente es Editor Asociado de Irrigation Science, Water Resource Economics y de la Serie de Libros de Springer Natural Resource Economics.

Director of the Botín Foundation’s Water Observatory (since April 2016).
Doctor of Agronomic Engineering from the UPM (Engineer 1989 and Doctor 1995), and Master’s degree from the University of California, Davis (1992). He held the position of Assistant Director of Quality and Teaching Organization of the ETS Ingeniero Agronomos (2015-2016). He had an essential participation in the creation and management of the Research Center for Agricultural and Environmental Risk Management (CEIGRAM), a mixed R & D center of the UPM, as Secretary (2007-2010), Director (2010-2014) And Deputy Director (2014-2015).
He was a visiting professor at the University of California, Berkeley, in the 2005-2006 academic year. He is a member of the Advisory Committee of the Rosenberg International Forum of Water Policy (a program of the University of California) since 1996. His research has focused on the sustainability analysis of agriculture, with a focus on water use and policy, Agricultural and insurance risks and agricultural and natural resource policies. He is the author of 197 publications, including 20 books and 101 articles in scientific impact journals. Has supervised 25 Doctoral Theses.
He has directed more than 60 research and transfer projects, having worked for FAO, Inter-American Development Bank, World Bank, OECD, IFAD, AECID, European Commission, European Environment Agency, European Parliament, Government of Spain and several Autonomous Communities and governments of the Netherlands, Vietnam, Panama, Ecuador, France, Suriname, Nicaragua, Colombia and Chile. Also for companies like BASF, PepsiCo, Agroseguro, State Agrarian Insurance and Tragsatec, Ramón Areces Foundation, Canal Foundation, Botín Foundation, and Technology Platform for Sustainable Agriculture. He has been coordinator of a FP7 project of the European Commission, ULYSSES (2012-2015) and participated as IP of the UPM team in three other European projects. Since 1999, it has contributed to the UPM projects worth 2.6 million euros. He has received twice the Prize to the Best Agricultural Book of the Fira de Lleida (1999 and 2010). He was a Fellow of the Ramón Areces Foundation (1990-92, University of California, Davis), Fellowship for International Foundation for Research in Experimental Economics IFREE / Economic Science Laboratory (ESL) Visiting Young Faculty Workshop, Tucson Arizona, March 2000; And obtained the IFREE / TINKER Foundation’s Post-Madrid Conference Prize for experimental economics at U.
