AN EXEMPLARY OBSERVATORY

The will behind the Pyrenean climatic change Observatory, its goals and the work it carries out, are a paradigm of what must be an international, transregional, and interdisciplinary organization, seeking to achieve objectives from local action in the UN’s  Agenda 2030  Sustainable Development Goal13, Climate Action.

In 2010 the Pyrenean Work Community (CTP) [Note 1], which is composed by the Princedom of Andorra, the autonomous communities of Aragon, Cataluña, Navarra, The Basque Country, and the French regions of Nouvelle Aquitaine, and Occitanie promoted the creation of this Observatory to focus mainly on the study of climate change impact in the Pyrenean region, as well as the anticipation of its effects, to seek adaptative solutions and protection of vulnerable sectors, to maximize efforts between territories, to share knowledge and tools, to prepare and  launch  recommendations and operational advice, and finally to contribute to the international visibility of the Pyrenees adapting to Climate change.

The creation of an observatory to the scale of a range of mountains, as a coherent biogeographical entity, reaching three EU member states is a novelty in the EU.

In august 2011 an agreement was reached between the CTP and the European Environment Agency to promote and coordinate the work of these two institutions on Climate change, recognizing this way the Pyrenean experienceon this field and its innovative nature.

The Observatory has developed the project OPCC-2 between 2016 and 2019 to consolidate its work in the net, the renovation of the web site being one of the highlights. For, one of the main objectives of the project, is the generation and diffusion of knowledge and relevant conclusions for the joint and efficient action of the different socioeconomic actors in the context of transregional and international cooperation.

This website (www.opcc.ctp.org) is available now in Spanish, French, English and Catalan and it comprises:

  • A geo portal with specific cartographic with climate change indicators and 90 layers of information
  • Tools: Two initiatives on citizen science (a novelty concept implying private actors in data sampling), documents and a data base of good practices as an inspirational model to managers, politicians and other actors in the territory 
  • Nine specific sections on information on impact, and vulnerable key sectors
  • Impact on socioeconomic systems (Natural risk, and Population, Tourism, Agropastoralism, Energy)
  • Impact on biophysics systems (Flora, Fauna, Forests, Sensitive high mountain ecosystems, and Water resources)
  • Finished and ongoing projects, reports and results

In addition to highlight the importance of the web work with other associated projects, it promotes the transversal cooperation to save efforts and to rent the results, seeking mainly the efficiency of joint and coordinated action in the bioregion:

  • CLIMPY: characterization of climate evolution and information to adaptation in the Pyrenees
  • FLORAPYR: based on shared resources of Pyrenees flora atlas
  • REPLIM: monitoring transborder net of lakes and peat bogs of the Pyrenees 
  • CANOPEE: Follow up of climate change impact on Pyrenees Forests
  • PIRAGUA: Evaluation of the hydrologic cycle of the Pyrenees in the climate change context

At present the project ADAPYR (2020-2022) is being developed. This project is a natural evolution of the OPCC-2 project, extending its successful initiatives and results, being its goal to systemize the follow up of climate change impact in the Pyrenees and to define the so-called Pyrenean Strategy to adapt to climate change.

All these projects, co-financed by FEDER (European Regional development Fund), through the POCTEFEA 2014-2020 program, have permitted to develop common methodologies in addition to the use of the same transborder and homogenized data base for every project, the increase of the mediatic visibility impact of the Observatory and to gather in the same platform, web information and its results.

Further to the web platform, the OPCC2 has developed a model and exhaustive report in 2018: Climate change in the Pyrenees, impact, vulnerability and adaptation. Bases of knowledge for the future strategy on adaptation to Climate change in the Pyrenees. (ISB 978-84-09-06268-3)

The Platform, the geo website, and the evaluation report are available online.

This information is essential to alert the residents of the region and is a fundamental reference to managers, politicians, and responsible persons on relevant decision making.

The Pyrenees Observatory for Climate Change is an exemplary organization which states the necessity and the importance of interregional, international and interdisciplinary cooperation to face the challenge of climate change in the region, being a model, which can be fully adaptable to other bioregions, with the needed modifications.

Note 1: The Pyrenean Work Community (CTP) is an interregional organization with focus on transborder cooperation. It was created following an initiative of the Council of Europe in 1983. Its seat is in Jaca and it is composed by the Princedom of Andorra, the Spanish autonomous communities of Aragon, Cataluña, Basque country and Navarra, as well as the French regions of Nouvelle Aquitaine and Occitanie.

The CTP main objective is to contribute to the development of the area of the Pyrenees and to favor exchanges between the territories and actors in the Pyrenees, and to find common solutions to common problems. Since 2005 it is established as a Consortium and its official languages are Basque, Catalan, Spanish, French, and Occitan. In addition, the Consortium is the managing authority of the Operational Cooperation Territorial Programme Spain-France- Andorra (POCTEFA 2014-2020) programming FEDER funds.
